Font of choice - I used Brush455 BT
Ok let's get started
Open a new canvas 450x450
Open all materials and minimize
Copy and paste paper9
Image - resize - 50
Copy and paste frame4
Image - resize - 50
Copy and paste your close up tube
Resize to fit inside frame
Move layer below your frame layer
On your frame layer
Use your magic wand and click inside the frame
Selections - modify - expand - 6
Selections - invert
Click delete on the paper and tube layers
Selections - none
On your tube layer right click
Go to properties and change opacity to 39
Copy and paste your full tube
Resize to fit and move to one side of the frame
Copy and paste ribbon1
Image - resize - 25
Effects - Edge effects - enhance
Move the ribbon below the frame
and position at top
Using your eraser tool
Erase the ribbon on the outside of the frame
Copy and paste flower3
Image - resize - 25
Repeat resize twice
Duplicate flower 4 times
Position the flowers across the ribbon
Add any other embellishments you like
Apply copyright and any license information if needed
